When you apply for or renew a Blue Badge online, GOV.UK says you need a recent digital photo showing your head and shoulders. Your local council processes the application, so the detailed photo rules come from the council. They usually ask for a recent colour photo against a plain light background with nobody else in it. A Blue Badge usually lasts up to 3 years and costs up to £10 in England and £20 in Scotland. It is free in Wales. Northern Ireland has a different application.

Preparing the photo

Practical preparation tips; use the linked application instructions for requirements.

  1. Check your council’s Blue Badge page for its time limit and accepted file types (East Riding, for example, accepts JPEG and PNG).
  2. Stand or sit in front of a plain light wall facing a window, with someone else holding the phone at eye level.
  3. Frame the head and shoulders with some space around them. Take several shots and pick the sharpest with both eyes visible.
  4. Upload the original file. Do not apply filters or beauty effects.

Mandatory Consular Rules

  • GOV.UK asks for a recent digital photo showing your head and shoulders.
  • Most councils ask for a plain light background; Southend, for example, asks for light grey or cream.
  • How recent the photo must be varies by council: Croydon and Leeds say 6 months, West Lothian 3 months, West Sussex 12 months.
  • No filters or editing. West Lothian says AI-enhanced photos are not accepted.
  • Only the applicant in the photo. Headwear only for religious or medical reasons.

Top Rejection Pitfalls to Avoid

  • A busy background or another person in the frame.
  • Filters, beauty modes or AI enhancement.
  • Glare on glasses hiding the eyes.
  • A photo older than the council’s limit.
  • The face cut off or too far from the camera.

Digital and printed copies

The online application takes a digital upload. If your council sends you a paper form instead, follow the photo instructions printed on that form.

Questions about this guide

Can I take my Blue Badge photo on my phone?

Yes, most councils accept a phone photo. Buckinghamshire, for example, says you can send a photo from a digital camera or smartphone. It must be clear, recent and unedited.

Does a Blue Badge photo have to be a passport photo?

GOV.UK only asks for a recent digital photo of your head and shoulders. A passport-style photo meets what most councils ask for, but it is not required.

Can I wear glasses in a Blue Badge photo?

Usually yes, as long as your eyes are visible without glare. East Riding allows prescription glasses if the face is visible.

How recent does the Blue Badge photo need to be?

It depends on the council. Published limits range from 3 months to 12 months.
